Teachers Service Commission Proposes Amendments to Teacher Registration Framework

The Teachers Service Commission (TSC) in Kenya has introduced proposed amendments to Regulation 20 of the Code of Regulations for Teachers, which governs the qualifications required for teacher registration. The Commission is currently seeking feedback from educators, relevant stakeholders, and the public, with a submission deadline of May 13, 2026.
These proposed updates, based on Section 47(2) of the TSC Act, are intended to modify the teacher registration process to accommodate current educational requirements. According to a public notice released on April 28, 2026, by TSC Chief Executive Officer Eveleen Mitei, the review focuses on standardizing entry qualifications and ensuring that individuals entering the teaching profession meet specific academic criteria.
The official notice indicates that the amendments are designed to align the registration framework with current educational standards, professional expectations, and national policy goals.
Proposed Registration and Disciplinary Adjustments
Under the updated framework, the TSC would oversee the regulation of teacher training, the renewal of certifications, and the establishment of competency standards. The proposed changes outline specific eligibility criteria, requiring candidates to possess officially recognized academic and professional credentials.
Additionally, the amendments address disciplinary protocols. The TSC intends to implement strict disciplinary procedures, reinforcing its capacity to suspend or remove educators who fail to adhere to established professional standards. Additional information regarding teaching requirements can be found at teacher.co.ke.
Submission of Public Feedback
Following Section 5 of the Statutory Instruments Act of 2013, the TSC is conducting a public consultation phase. Stakeholders are permitted to review the suggested modifications and provide their input before the deadline.
Written submissions must be clearly labeled as Memoranda on Proposed Amendments to Regulation 20 of the Code and directed to the Commission for review.
