Upcoming TSC Changes: TPAD 3, Upgraded TMIS, and New Staffing Ratios

The Teachers Service Commission (TSC) is planning significant modifications to its appraisal and management frameworks. These upcoming adjustments encompass the rollout of TPAD 3, a modernized Teacher Management Information System (TMIS), and new staffing ratios for both primary and Junior Secondary Schools (JSS).

Introduction of TPAD 3

The current Teacher Performance Appraisal and Development (TPAD 2) system is scheduled to be phased out in favor of TPAD 3. Reports suggest that this new platform will require more rigorous, evidence-backed assessments. Under the new system, teachers will be mandated to digitize and upload verified professional records, including scanned copies of their lesson observation forms, directly onto the portal.

Enhanced TMIS and Primary School Staffing

Alongside the deployment of TPAD 3, the TSC is developing an enhanced TMIS aimed at improving the equitable distribution of teaching staff across the country. Under the revised guidelines, a primary school stream will accommodate a maximum of 50 pupils, managed by a single teacher. A standard single-stream primary institution will be allocated a baseline of seven educators. Any surplus staff beyond this designated quota will be transferred to understaffed learning institutions.

Junior Secondary School (JSS) Staffing Ratios

The staffing framework for Junior Secondary Schools will operate under a different model. Moving forward, a single JSS stream will be capped at 45 students and will be allocated a total of two teachers.

Medical Certificates and JSS Assignments

The revised provisions also address workload adjustments for health-related matters. Educators requesting lighter teaching duties for medical reasons must now supply an official medical certificate issued by a Level 4 hospital. Furthermore, the TSC has issued a clarification regarding teacher deployment, stating that it does not formally support assigning primary school teachers to handle JSS classes.
